Summary
The NSGP provides funding support for target hardening and other physical security enhancements to nonprofit organizations that are at high risk of a terrorist attack. The program seeks to integrate the preparedness activities of nonprofit organizations with broader state and local preparedness efforts. The NSGP also serves to promote emergency preparedness coordination and collaboration activities between public and private community representatives as well as state and local government agencies.
The objective of NSGP is to provide funding for physical and cyber security enhancements and other security-related activities to nonprofit organizations that are at high risk of a terrorist attack. The NSGP also seeks to integrate the preparedness activities of nonprofit organizations with broader state and local preparedness efforts.
Given the evolving threat landscape, it is incumbent upon DHS/FEMA to continuously evaluate the national risk profile and set priorities that help ensure appropriate allocation of scarce security dollars. In assessing the national risk profile, one area attracts the most concern:
- Enhancing the protection of soft targets/crowded places.
Likewise, there are several enduring security needs that crosscut the homeland security enterprise. The following are second-tier priorities that help recipients implement a comprehensive approach to securing communities:
- Effective planning;
- Training and awareness campaigns; and
- Exercises
Allowable NSGP costs include:
- Planning
- Equipment - Eligible costs must focus on facility hardening and physical & cybersecurity enhancements. This equipment is limited to select items, which can be found in the federal application guidance and in the DHS Authorized Equipment List (AEL) at: https://www.fema.gov/grants/tools/authorized-equipment-list
- Training & Exercises
- Maintenance and Sustainment
- Contracted Security Personnel
- Management and Administration (M&A) fees - Costs directly relating to the management and administration of IBSGP funds, such as financial management and monitoring. M&A costs may not exceed five percent (5%) of the total grant award.
A key change of the Nonprofit Security Grant Program - National Security Supplemental:
Additional Review Points will be awarded.
- By a factor of four for nonprofit organizations facing heightened threat resulting from the Israel-Hamas war(subapplicants must draw a clear connection between the heightened threat they face and the Israel-Hamas war in their project narratives to qualify for this multiplier);
- By a factor of three for ideology-based/spiritual/religious entities (e.g., houses of worship, ideology-based/spiritual/religious educational institutions, ideology-based/spiritual/religious medical facilities);
- By a factor of two for secular educational and medical institutions; and
- By a factor of one for all other nonprofit organizations.
History of Funding
Up to $5,700,000 was available for Texas applicants in FY23.
Texas was allocated $1,700,000 for NSGP-S in 2020 and $5,567,000 in 2022.
Additional Information
Funds may not be used for:
- Planning, organization, exercise, operational overtime, and travel costs
- Hiring of Public Safety Personnel
- General-use Expenditures
- Overtime and Backfill
- Initiatives that do not address the implementation of programs/initiatives to build prevention and protection-focused capabilities directed at identified facilities and/or the surrounding communities
- Initiatives which study technology development
- Proof-of-concept initiatives
- Initiatives that duplicate capabilities being provided by the Federal Government
- Organizational operating expenses
Effective August 13, 2020, FEMA recipients and subrecipients may not use any FEMA funds under open or new awards to:
- Procure or obtain any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology of any system;
- Enter into, extend, or renew a contract to procure or obtain any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology of any system; or
- Enter into, extend, or renew contracts with entities that use covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system.
Eligibility Details
Eligible applicants are nonprofit organizations 1) designated as a 501(c)3 agency; and (2) Determined to be at high risk of a terrorist attack by the Secretary of DHS.
Deadline Details
Applications were to be submitted to the State of Texas by November 19, 2024. SAAs are then to apply to FEMA on behalf of state and local agencies by January 24, 2025. A similar deadline is anticipated annually.
Award Details
Up to $2,593,500 will be available for Texas applicants in FY24.
Funding will be split across two applicant groups:
- NSGP-Urban Areas: Urban Area (NSGP-UA): NSGP-UA funds nonprofit organizations located within FFY 2023 Urban Area Security Initiative (UASI)-designated urban areas. In Texas the UASI-designated areas are the Dallas/Fort Worth/Arlington Area, the San Antonio Area and the Houston Area.
- NSGP-State: State (NSGP-S): Under NSGP-S, each state will receive a target allocation for nonprofit organizations located outside of FFY 2023 UASI-designated urban areas.
Nonprofit organizations with one site may apply for up to $200,000 for that site. Sub-applicants with multiple sites may apply for up to $200,000 per site, for up to three sites, for a maximum of $600,000 per sub-applicant.
Consortium may apply through the SAA for an award totaling $1 million. The $200,000 per site maximum still applies for each individual nonprofit organization within the consortium.
Cost sharing/matching is not required. Project periods will extend up to 36-months, starting May 1, 2025.
